Check federal authority and the actual pickup jurisdiction

FMCSA operating authority may apply to for-hire passenger carriers engaged in interstate commerce, including some airport connections within one state. Federal authority does not replace state, city or airport permissions.

For example, California charter-party carriers use CPUC TCP permits or certificates. In New York City, a TLC driver license is distinct from the for-hire vehicle license and base requirements. Record each applicable authority against the operator, driver or vehicle concerned.

Match checks to the activity

For the Manhattan → JFK Airport example, separate operator, driver, vehicle, service and territory. Match each item to the official process that applies in the United States.

An internal register can track references, due dates and records; it does not replace a license check. Keep USD quotes and routes in miles outside the approval itself.

Apply the guide to a real case

Pick a service you actually run and follow it from request to invoice, noting what changes at each step.

Take the Manhattan → JFK Airport example as the working scenario: a corporate reservation with passenger instructions and itemized waiting charges. Replace names and contact details with fictional data, then ask the person who performs this service to review each step.

Keep evidence and decisions together

Link records, confirmations and exceptions to a trip reference. Keep dates, owners and versions so the accepted arrangement can be recovered.

Check before the next service

Before a service such as Manhattan → JFK Airport, compare the accepted request, assignment, instructions and retained records. Flag missing items, assign an owner and get confirmation before dispatch.

  • Activity category confirmed
  • Authority and current records identified
  • Internal tracking separated from official approval

Official references

Requirements depend on the territory, service and your circumstances. Check the current official references before making a decision.
