Separate the operator licence from the driver endorsement

A New Zealand small passenger service uses vehicles carrying up to 12 people, including the driver, for hire or reward. The operator needs the relevant small passenger service licence (SPSL); larger vehicles follow the large passenger service framework.

The driver’s P endorsement and, for small passenger services, driver identification are separate checks, subject to exemptions. Track these alongside vehicle records rather than treating a booking or a standard driving licence as sufficient.

Match checks to the activity

For the Auckland CBD → Auckland Airport example, separate operator, driver, vehicle, service and territory. Match each item to the official process that applies in New Zealand.

An internal register can track references, due dates and records; it does not replace a licence check. Keep NZD quotes and routes in km outside the approval itself.

Apply the guide to a real case

Pick a service you actually run and follow it from request to invoice, noting what changes at each step.

Take the Auckland CBD → Auckland Airport example as the working scenario: a shuttle booking with luggage capacity, pickup details and a quote in NZD. Replace names and contact details with fictional data, then ask the person who performs this service to review each step.

Keep evidence and decisions together

Link records, confirmations and exceptions to a trip reference. Keep dates, owners and versions so the accepted arrangement can be recovered.

Check before the next service

Before a service such as Auckland CBD → Auckland Airport, compare the accepted request, assignment, instructions and retained records. Flag missing items, assign an owner and get confirmation before dispatch.

  • Activity category confirmed
  • Authority and current records identified
  • Internal tracking separated from official approval

Official references

Requirements depend on the territory, service and your circumstances. Check the current official references before making a decision.
